A tornado wreaked havoc in Lapu-Lapu City, Cebu early this evening.

Badly hit was sitio Kaisko in barangay Mactan.

According to the witnesses living near the shore, they were awakened past 7 p.m. by the strong whirling sound of the wind which destroyed three houses.

Residents described strong winds, lightning, thunder and vibrations that felt like there was an earthquake.

Reported injured were:

Mario Dapar Jr., 21
Daisy Pepito, 19
Reynaldo Oliveros, 51
Lea Oliveros
Romeo Orang Jr., 22
Trees along barangays Punta Engano to Buaya crashed to the ground.

Electricity is also down in affected areas.

In barangay Buaya, a pumpboat was seen capsized while in sitio Mangal of Punta Engano, 57-year-old Melly Daiton said that her house has been pushed by the wind 50 meters away from its original location. Daiton, however, was not injured.

Lapu-Lapu City Mayor Paz Radaza said that she will be sending a staff from the engineering department early tomorrow morning to assess the situation and to check if the tornado has caused more damage.

Radaza also said that she has received a report that Tinggo was also badly hit.

There has been reports that Mandaue City, Cebu was also hit by the tornado.

According to the Mandaue PIO, two houses in barangay Looc were damaged and five persons were reported injured.

Other areas reported to have been damaged were St. James Amusement Park and Parkmall at the City South Point (reclamation area) and the temporary public market near the city sports complex.

Traffic lights near Parkmall and barangay Banilad (near AS Fortuna and P. Remedio) were also damaged.

As of this writing, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has not yet confirmed if it was indeed a tornado.

Earlier today, southern parts of Cebu were among those areas placed under storm signal no.1 due to tropical depression Wilma.

However, as of the 5 p.m. update of the PAGASA, Wilma has been downgraded to a Low Pressure Area.

The 5 p.m. update also reported Wilma at 15 kilometers southwest of Bohol’s capital city, Tagbilaran.

Proposed SRP site for new CCMC inspected


CEBU, Philippines - The civil society movement, aiming to help the city government build a new and bigger city hospital, yesterday inspected the site earlier eyed in response to the group’s suggestion to transfer the planned Cebu City Medical Center.

South Road Properties Management Office head Roberto “Bo” Varquez accompanied Championing the Advancement, Restoration and Establishment of the CCMC (CARE CCMC) Movement lead convenor and Chief Executive Officer Dr. Shawn Espina in checking the first site located to the right side of the Mambaling access road entering from the reclamation area.

“We just looked at the possible sites there. The one behind SM is most available. But it’s narrow. However, better than the current location. At least there, we can have expansion,” the Cebuano surgeon said.

He added that they have not checked on other potential sites as the others are not available.

“So we’re not pushing our luck, maayo na to,” he said.

While the idea of utilizing the Ramos Public Market surfaced, he said the area could be too small to accommodate the proposed 1,000-bed capacity city hospital initially planned to be 10 stories.

The design team, led by the surgeon’s brother Architect Yumi Espina, who is also the dean of University of San Carlos College of Architecture and Fine Arts, is waiting for the final decision in selecting the location of the new CCMC in order for them to start creating the design.

CARE CCMC Chief Operating Officer Marc Canton explained this endeavor is a convergence of the private and government sectors working together to finally have the hospital that Cebu City residents deserve.

“This is tapping every possible sector willing to help and contribute. It’s like a convergence of society. We call this synergistic approach,” Canton said.

CARE CCMC yesterday announced two initial fund-raising activities including a film showing of “Y Tambien Gayle” organized by the Cebu International Documentary Film Festival and a benefit concert of Cebuano performers organized by Rotary Club Gloria Maris.

The free admission film showing is slated November 23 at Plaza Independencia while the concert on scheduled for January 10 to 11.

Meanwhile, Dr. Espina said while waiting for the next meeting with the mayor, who is in Manila, their group is busy coordinating with chief of hospital Dr. Gloria Duterte in preparing for the planned full operation of the hospital by Friday.

“The mayor left town. We are busy helping the hospital in its current state. We are looking at Friday for full operation. I was able to haggle with Perpetual (Succour Hospital) to accept 30 patients suffering from injuries to be admitted to Perpetual completely free. Please extend our thanks to PSH sisters on behalf of the city government of Cebu,” he said.

As of November 3, the movement has listed at least 23 member organizations composed of doctors, architects and engineers, among others.

New CCMC facility to have 1,000 beds city to transfer hospital to SRP


CEBU, Philippines - A new Cebu City Medical Center will soon rise at the South Road Properties (SRP).

This was revealed by Mayor Michael Rama’s executive assistant Joey Daluz to the City Council during the budget hearing on the 2014 budget yesterday.

Daluz presented before the council the first phase of the new CCMC, a six-storey medical facility to be constructed on a 9,000 square-meter lot adjacent to Pedro Calungsod template.

The facility, with a 500-bed capacity, will comprise the first phase of the entire 1,000-bed hospital development on a three-hectare lot, Daluz said.

“I personally talked with the mayor. It is his desire to build first the 500, mag-phasing lang sa ta karon,” Daluz told the council.

He assured the council that the hospital at the SRP will be marketable because of the Mambaling Access Road.

The city government will spend at least P252 million for the first phase or 16.8 percent of the P1.5 billion set aside for the whole hospital development.

The City Council agreed to the amount as it was much lesser compared to the original estimates.

When asked by Councilor Noel Wenceslao what will happen to the old CCMC building, Daluz said it will be demolished.

The CCMC temporarily operates at the Bureau of Fire Protection building after its facility nearby was declared unfit for occupancy following the powerful earthquake in October.

Daluz explained that the construction of the new hospital will immediately start once the city engineers’ Program of Works and Estimates (POWE) is finished.

The design of the new facility will have to go through the city engineers, City Council and Department of Health before the start of the construction.

Daluz said the city will get the funds from the P100 million assistance from the Department of Health, “Piso Mo Hospital Ko” campaign that has already amounted to P8 million, among others.
