5M people in Metro Cebu by 2050

CEBU CITY -- The population of Metro Cebu is currently at 2.5 million and it is expected to double in 2050, according to a study by the Japan International Cooperation Agency (Jica) through the Metro Cebu Development and Coordinating Board (MCDCB).

The projected increase is one reason why Cebu’s communities should work together, especially on problems that cross boundaries, like traffic jams and flash floods.

“With its rich cultural, religious, historic and natural heritage of the region combined with its highly educated and skilled citizens, Metro Cebu continues and will continue to be a magnet for people, function and enterprise,” said Jica study team leader Shigehisa Matsumura.

Matsumura’s remarks appear in a brochure on the MCDCB’s project Mega Cebu 2050: Making WAVES (wholesome, advanced, vibrant, equitable, sustainable). The project is aimed at creating a sustainable life for all residents of Cebu come 2050.

Among the projects it envisions are the creation of attractive urban centers, parks and open spaces, as well as the strengthening of Cebu’s gateway functions and ecology.

The aim is to make Metro Cebu at par with Yokohama and Kyoto in Japan, Singapore, London, Chicago, and Paris.

Best cases

According to the Jica study, the local government units (LGUs) under Metro Cebu should continue their best practices and learn from the best practices of other international cities.

In a message, Matsumura said most issues in Metro Cebu are “transboundary,” like drainage, traffic and other problems that interlink LGUs.

“Now more than ever, it is necessary for the LGUs, National Government agencies, private sector and civil society to come together in a collective effort to collaborate and cooperate,” Matsumura added.

Religious gathering stalls traffic in Cebu City

CEBU CITY -- Commuters heading home at the end of the workweek complained about the heavy traffic caused by an Iglesia Ni Cristo (INC) activity Friday afternoon that gathered an estimated 350,000 people at the South Road Properties (SRP).

Hundreds of passengers from various parts of this city and Cebu province were stranded, while others took several rides to reach their destination.

The INC rented a total of 490 public utility vehicles for their evangelical mission at the SRP to celebrate their 99th anniversary.

Based on their records, Land Transportation Franchising and Regulatory Board (LTFRB) regional director Ahmed Cuizon said they issued special permits to 245 vehicles, 130 buses and 115 jeepneys to be used by the INC in transporting people, both members and non-members, from different places in the province and the city to the SRP.

That was over and above the private vehicles that were used by some of the participants to go to the SRP.

Due to the event, City Traffic Operations and Management (Citom) executive director Atty. Rafael Yap said heavy traffic was experienced Friday on C. Padilla St. Mambaling Access Road was closed from 9 a.m. to 10 p.m. to pave the way for the INC activity.

Heavy traffic was also reported on the Cebu South Coastal Road tunnel going to Talisay City, as well as in the neighboring intersections, including the area near the Cebu City Hall.


Slow

Yap, in an interview Frirday, said what contributed to the heavy traffic was the slow movement of vehicles going to the site of the activity.

“There were some problems with parking because of the heavy rains recently. Most of the drivers were looking for an area that was not muddy. So traffic was slow-moving.

But at least (it was) moving,” he said.

Yap said the vehicles going to site occupied three lanes of the SRP instead of two lanes.

Citom deployed a total of 50 traffic enforcers at the SRP to manage the traffic as well as 50 jaywalking and clamping personnel to augment their force.

The INC’s evangelical mission was held at the site where the national thanksgiving mass for the sainthood of Pedro Calungsod was also held. Their parking area is the site where the VIPs were placed during the thanksgiving mass.

In their evangelical mission, the INC extended medical assistance to their constituents in the province and city and gave them sacks of rice as well.

In the tunnel, some of the vehicles were stranded for two to three hours, said Councilor Dave Tumulak, as the INC began to distribute their sacks of rice on the main road of the SRP.

Tunnel

Tumulak, who went to the site to oversee the activity as ordered by Mayor Michael Rama, lamented lack of crowd control by the security and communications team of the INC.

“Wa gyud nila mapugngi ang mga tawo (They couldn’t control the people),” he said.

Some of those who used the tunnel fainted due to the lack of ventilation inside, he said.

“The tunnel is not designed for parking. It is designed for moving vehicles mao nang ing-ana ang nahitabo (that’s why this happened). It was very risky,” the councilor said.

Since INC no longer seemed able to control the crowd, Tumulak said, he declared the activity around 1:30 p.m. under the control of the City Government, particularly the Local Disaster Risk Reduction and Management Council (LDRRMC).

He said this move had Mayor Michael Rama’s approval.

Early estimates placed the crowd at 200,000, but 350,000 was Cebu City Police Office Chief Mariano Natuel’s estimate.

Walked

When the LDRRMC took over, they no longer allowed vehicles going to the SRP to use the tunnel. It was only used for vehicles going out of the SRP.

This left people going to the site with no choice but to walk from the area near the Compaña Maritima to the SRP.

Aside from people who fainted, Tumulak said there were also people who were taken by emergency response units after incurring fractures.

“Daghan man gud sa ila nagtambay sa baywalk mao nang nanga-slide (Many of them stayed in the baywalk area and some of them slipped),” he said.

Those who responded to such incidents were the Basak Pardo Emergency Rescue Unit, Inawayan Rescue Unit and the Labangon Rescue Unit.

These three units, Tumulak said, responded to the emergencies since the INC medical team was not enough.

As of 8 p.m. Friday, Tumulak could not yet say how many emergency incidents they responded to because they were still monitoring the activity.

Despite the inconvenience caused by the activity Friday, Yap, in a separate interview, said he would still prefer for the event to be held at the SRP and not in the Fuente Osmeña rotunda, saying that the traffic would’ve been harder to manage.

He told the riding public to be patient, saying the INC activity and road closures are rare.

“We are only doing this for one day. The INC activity is also significant and this is for a good cause,” he said.

Last night, Tumulak said the City deployed some 10 Kaohsiung buses to help ferry the people from SRP to outside the area.

This, so the jeepneys and buses could go back to their routes the soonest time possible, to address also the people stranded in terminals and city streets. (Jasmine Ninia S. Puthiyaveetil, USJ-R Mass Comm Intern)

CONFIDENT on the restaurant and bar industry in Cebu, a group of local businessmen led by an industry pioneer have opened a restobar.

Cable Car Cebu, a pub located in Paseo Saturnino, Maria Lusia Road, Banilad Cebu City, formally opened last week after a few weeks in trial run.

It’s the latest business venture of businessmen John Paul Chongbian, Blake Nelson Go and Wayne Cogmon along with the team that runs Cable Car in Manila.

Chongbian said Cebuanos are responding positively to the restobar businesses. He said the market for restobars in Cebu have grown compared to when he started with Vudu.

“Even in its first few weeks of operation, it has already become a common meeting place that has attracted a strong following of Team Cable Car regulars, patrons who have made it their second home,” Chongbian said in a press statement distributed during the launch.

Chongbian said Cable Car has been in the restobar industry for 21 years. It originated in Makati in 1992 and positioned itself as the after-party and late night food trip spot. Go said he was a customer of the original outlet in Manila, which had a narrow space, thus the cable car theme.

Chongbian said Cable Car Cebu will bring something new to the restobar industry in the city. He said that aside from a wide array of food and drinks, the newly-opened restobar will also be a sporting venue to customers.

Beerpong, a drinking game where players throw a ping pong ball across a table and shoot it in a cup of beer placed on other end, can be played in Cable Car. Sports enthusiasts can also watch sports channels in HD television inside.

The restobar’s specialty, the Cable Car Rice, is a mixture of stir fried rice with chicken adobo bits topped with scrambled egg. Although a simple-sounding recipe, the management says it’s a closely guarded secret for decades. Sisig rice, sirloin cut beef, and shrimp scampi pizzas among many others are also served at he pub.

Adventurous drinkers can also try Furo Locco, which is a potent mix of 14 different liquors.

Cebuano disc jockeys are also featured every weekend.

Cable Car is open from 6 p.m. to 2 a.m daily. The management will soon open the restaurant area of the bar for lunch and dinner family gatherings. A delivery service to customers will also be part of its next plan.

La Salle-supervised school to open at Mactan Newtown

A LA SALLE-supervised school is set to open at the Mactan Newtown in 2016, Megaworld Cebu Properties Inc. president Noli Hernandez said in a press briefing yesterday.

Hernandez said the school is a partnership between Megaworld and the Lasallian Schools Supervision Office.

Hernandez said the school will be located inside the township’s 7,000-square meter land area on a multi-level building with state-of-the-art facilities such as laboratories, audio visual room, open and covered courts, green spaces and other learning facilities.

Hernandez said the school is a realization of Megaworld’s township formula “where parents can bring their children in the best school without leaving the community.”

Hernandez said the school will initially cater to children studying in the primary level. Teachers from Cebu are also expected to be part of the La Salle-supervised school.

Hernandez said the school is very accessible to those living in Mactan Newtown’s residential communities like the 8 Newtown Boulevard, One Pacific Residence and One Manchester Place. He said the establishment of the school will not only benefit Mactan Newtown residents but also the entire Mactan community as well.

“Having a school with reputable brand will not only help build credibility for the township, but more importantly, it will help improve the quality of education provided within the region,” Hernandez said in a press statement.

The La-Salle supervised school in Mactan Newtown is part of Megaworld’s “live-work-play-learn” concept in developing real estate properties where occupants can work on the four components in one setting.

Aside from residential areas, Mactan Newtown also houses areas for business process outsourcing companies, hotel, commercial and retail hubs and malls.

Mactan Newtown is the biggest township project in Central Visayas. It was declared a Special Economic Zone in 2012 by President Benigno Aquino III. Businesses operating in the area can enjoy various privileges such as tax incentives and holidays.

Metro hypermarket to open in Lapu-Lapu

AS A follow-up to its recent opening in Bogo City, the Gaisano-led retail chain Super Metro will open on Tuesday its second hypermarket store in Cebu, this time in Lapu-Lapu City.

Super Metro Lapu-Lapu City is along Mantawe Road in Barangay Pajo, near General Milling Corp. and right across the city terminal.

Metro Supermarket managing director Eric Poiret said the hypermarket is positioned at the heart of the urban center to attract the store’s prime target.

“The hypermarket format is a compact supermarket and department store. What makes it different are its prices and deals. Everything is under one roof. You shop, pay and go. Sales and volume-oriented offers for everyone,” Poiret said.

With the pioneer hypermarket in Bogo, Poiret said Metro is starting to venture into a new direction by penetrating untapped markets with huge retail potential.

The three-storey hypermarket has a gross floor and selling area of 15,800 and 5,874.60 square meters, respectively, larger than that of Bogo City.

Ground level is for parking and food kiosks; the former can accommodate more than 30 car slots. The second floor is occupied by a supermarket, while the third is for general merchandise.

Super Metro Lapu-Lapu City also boasts of the first “walkalator” inside a retail store in Lapu-Lapu.

Poiret said just like the previous hypermarket, Super Metro Lapu-Lapu City will also house 60 percent food, while the remainder will be dry goods such as fashion items, office and school supplies, toys, furniture and appliances.

It will also house a bakeshop, lotto outlet, foreign exchange counter, bills payment, beauty salon, optical shop, and a games and amusement center.

Buy one take one deals, discounts of up to 50 percent off and freebies at minimum purchase will be available at the grand opening of Super Metro Lapu-Lapu City, which will feature the singer Richard Poon.

Also, on Saturday next week, the hypermarket will host a mini-variety show featuring Bryan Termulo and Jon Lucas. The event is in partnership with Cardam Shoes, Mario D’Boro Shoes, BNY Jeans and Parklane Hotel.

Super Metro Lapu-Lapu City is the fifth Metro store in Cebu and the 14th in the country operated by Vicsal Development Corp.

Japanese firm proposes retirement facility in SRP


Cebu City Mayor Michael Rama is studying a proposal for the establishment of a retirement facility at the South Road Properties (SRP).

He said a Fukouka City-based firm i-Land Co., Ltd. is interested in putting up the "Japan Longstay Paradise, Cebu" to cater to "active and assisted living Japanese seniors in Cebu City."

Rama received the proposal during his visit to Japan last week.

AUTHORITIES are on their toes after they received a text message that Abu Sayyaf militants are planning to conduct a test mission in Cebu.

Police Regional Office 7 Director Danilo Constantino said they still have to verify the information, but they are ready for any eventuality.

“It’s a very dangerous joke because it will have a negative effect on our tourism, economy and peace and order. It might cause panic,” he told reporters.

Following the recent bombings in Mindanao, he said he will hold an emergency meeting today with the Regional Anti-Terrorism Council Convergence Group.

“We can’t discount any possibility because it (attack) could happen anywhere,” Constantino said, adding this also calls for the security sector that includes the Armed Forces of the Philippines (AFP) and the Coast Guard to prepare.

Lapu-Lapu City Police Office Director Rey Lyndon Lawas told reporters they received the text message two days ago.

He said members of the Al Qaeda-linked militant group reportedly have a safe house in the city.

Taking precautions

They reportedly recently underwent training in Tawi-tawi and are supposed to conduct test missions here and in Dumaguete City and Bacolod City.

“So far, we can’t confirm or deny this,” Lawas said, adding they are still validating the information by checking areas where the militants could be staying.

As a precautionary measure, he said police have already coordinated with different Muslim communities and advised the public to be vigilant. “We would like to encourage everyone to institute proactive measures, check unusual people and things around you and inform (the police) immediately,” he said.

“Though there is no direct threat in our area and nothing to be alarmed of, we don’t want to be complacent,” Lawas added.

Jonji Gonzales, consultant of Lapu-Lapu City Mayor Paz Radaza, said the mayor is monitoring the situation closely.

“Police are undertaking preventive measures in places where people converge. There will be heightened police visibility,” he said.

Tightened security

The Cebu City Police Office (CCPO) will also tighten security on churches, malls, sea ports and other crowded areas.

CCPO Director Noli Romana said it’s better to be cautious and to implement preventive measures.

He said establishments with security cameras should impose strict security measures, especially in malls.

“Though there are security cameras, some customers are wearing caps or sunglasses making it hard for them to be identified. They should remove it before entering malls,” he said.

Romana said they will study their security plans and look for ways to improve them.
He said they will meet with representatives from the Muslim community today.

“Titignan pa natin anong dapat pagusapan (We’ve yet to determine what to discuss) with the Muslim community,” he said.

In Cebu Province, Senior Supt. Patrocinio Comendador said they have not received any threat, but they are always on guard.

“If the security measure in a certain area is tight, there’s a possibility they will transfer,” he said.

Central Command (Centcom) Chief Roy Deveraturda has already issued a directive to AFP forces in Visayas to intensify all intelligence efforts to preempt a bomb plot, if there is any.

No threats

As of the moment, he said they’ve not received any threats in Visayas.

Since July 26, there have been five bombings in Mindanao, claiming many lives and
injuring soldiers and civilians.

Yesterday, President Benigno Aquino III said the Abu Sayyaf Group and rogue Muslim rebels in Mindanao were among the three groups being eyed as perpetrators.

Aquino said these groups are “desperate” to prevent peace talks with the Moro Islamic Liberation Front (MILF) from succeeding.

The President said Abu Sayyaf bandits were behind the Cagayan de Oro City and Cotabato City bombings, while the Bangsamoro Islamic Freedom Fighters, a splinter group of the MILF formed by Ameril Umbra Kato, was behind the blasts in North Cotabato and Maguindanao.

CEBU, Philippines - Low-cost airline Tiger Airways Philippines (Tigerair Philippines) is eyeing to make Cebu as its new hub, next to Clark.

This was announced yesterday by Tigerair Philippines president and chief executive officer Olive Ramos in a press conference held at Crown Regency Hotel.

Tigerair Philippines, which is 40 percent owned by Singaporean Tiger Air Holdings, entered the promising low budget air transport industry in the Philippines in July of last year. The 60 percent stake is owned by a consortium of Filipino investors.

At present, the airline flies to 14 destinations, four of these are out of Clark to different countries in Asia, like Hong Kong, Bangkok, Singapore, and one direct flight from Kalibo to Singapore.

Cebu, known as one of the favorite destinations for business and leisure, has huge potential in hosting more domestic and international flights, she said.

Tigerair Philippines is currently working with the Civil Aviation Board (CAB) to get air entitlements to fly from Cebu to Japan, Korea, and China. She hopes to get the entitlements for these target destinations within this year.

To complement its aggressive expansion plan, Ramos also bared the company's plan to lease more aircrafts starting next year.

She added a Tiger Lounge will be opened at the Mactan Cebu International Airport (MCIA) in September this year, to efficiently service its growing customers.

Clearing Operation in Sidewalks along Corner P. Lopez & Colon Sts

PRESS RELEASE – August 15, 2013 Thursday | CLEARING OPERATION

CITY CONFISCATES OBSTRUCTION IN SIDEWALKS!

(CEBU CITY - Public Information Office) The Cebu City Government through its Prevention Restoration Order Beautification Enhancement (PROBE), Garbo Asenso Sumbanan Alyansa (GASA), and with the assistance of the Cebu City Traffic Operations Management (CITOM) and the Cebu City Police Office (CCPO) has confiscated the obstruction in sidewalks along Manila Bank and Novo Store area in corner P. Lopez and Colon Streets this Thursday morning August 15, 2013.

Various items such as fruits, shades, shoes, sandals, socks, and many more, including tables and anything used in selling along the said sidewalks were confiscated, following the complaint from concerned citizens due to the violations of the city policies on one-side vending, illegal extension which obstruct the sidewalks, including the sanitation.

City hall employees from the PROBE, GASA, CITOM, and CCPO as well as some media who cover the activity has started the clearing operation at 9 o'clock this morning. Upon confiscation, the owners or caretakers were issued a temporary receipts.

Mr. Gerry Marquez, Director of GASA has said that, "Ang mga sidewalk vendors are only allowed with 2 feet by 3 feet area for various items such as candies, cigarettes and junk-foods among others, while for the fruit vendors they are given 2 feet by 4 feet area to sell."

Marquez also clarified that, "There is no such thing as member sa GASA nga mga vendors, kay ang vendors adto na magpamember sa mga vendors organizations like CCUVA or Cebu City United Vendors Association, ug uban pa, ang GASA igo lang nagmonitor for inventory, documentation, monitoring, roving and profiling of the vendors, kung naay violations then among e-recommend sa PROBE as the implementing arm for clearing operations."

The vendors were given notices to clear and or remove their items and other vending paraphernalia signed by PROBE and City Market Head Raquel Arce and dated July 17, 2013. The notice has 72 hours grace period for the vendors, operators and or owners to voluntarily clear the area which violates the city policies.

The clearing operation was smooth, peaceful and orderly because yesterday August 14 at least 29 affected vendors were called for a meeting at the Conference Room of Market Operations Division office located at the 2nd floor of Unit 3 Carbon Market, and given the final warning prior to the clearing operation today. Yet still there were those who are stubborn and hard-headed vendors who still display and continue selling when the group arrived in the area.

PROBE Secretary Baby Amahan shared to the BARUGG News that owners can get their confiscated items at the PROBE office at Citi Center, located along Junquera Street this city to settle and get their items especially the perishable ones.

Amahan further said that violators will be fined Five Hundred Pesos (Php500.00) which will be paid at the City Treasurer's Office 3rd floor of Executive Building in Cebu City Hall. They will also undergo a seminar on the sidewalk vending regulations, adding that, "Kadaghan naman ta nag-confiscate ang problema man gud kay magbalik-balik ra ang mga gahi ug ulo nga mga vendors."
