One of the desired goals of this development program is to transform provincial urban centers into growth and investment areas through the expansion of industrial activity from Metro Cebu. This in turn will induce the development of provincial urban centers as processing areas and suppliers of products from the municipalities. A business park will then be necessary for the integration of economic activities of these regional centers.
